Generally, there wouldn't be a delay in interest payouts. Exemptions are public holidays or unforeseen circumstances. In case the issuer delays in paying interest or principal amount on maturity, then the issuer may have to pay some additional interest as a penalty along with the due interest amount to the bondholder.
